Opposition Member of Parliament Terrence Campbell has tabled a motion in the National Assembly calling on the government to allocate substantial funding in the National Budget for a suite of social infrastructure and welfare initiatives aimed at strengthening communities and protecting vulnerable citizens.
The motion, supported by fellow MP Saiku Andrews, highlights what Campbell describes as critical gaps across the country—including the absence of playgrounds and community centres in many neighbourhoods, and the loss of public lands previously used for communal activities.
It also draws attention to the growing number of homeless persons, particularly those who are poor or mentally ill, who continue to live without safe and humane shelter.
Campbell, who is representing A Partnership for National Unity (APNU) in the National Assembly further argues that many low income earners remain in unsafe and unhealthy living conditions. Although some families have received land allocations, he noted that they lack the financial capacity to construct adequate homes, making subsidized housing solutions necessary.
Additionally, the motion points to the lack of accessible childcare services, which prevents many parents from engaging in meaningful employment. Others, he said, are forced to leave their children unsupervised, exposing them to serious risks of physical, emotional, and sexual harm.
Through the motion, Campbell is urging the government to make specific budgetary provisions, including: Reserving no less than one acre of land for a playground and community centre for every 1,000 residents, and protecting such lands from conversion or transfer into private ownership; Establishing, expanding, and properly resourcing shelters and supportive housing programmes for homeless persons, with particular emphasis on poor and mentally ill citizens; and implementing subsidized housing programmes to provide safe, affordable, and healthy homes for low‑income citizens who are unable to build despite having access to land.
Since the 13th Parliament was convened more than a month ago, there has been no announcement from the National Assembly on when the next sitting will be held.
